Current local-government footprint.
A pilot digital command centre by Atine Labs™ for Oyam District — combining authoritative national data, district operational registers, constituency casework and service-delivery intelligence into one decision-ready interface. www.alglobal.systems
Core administrative, electoral and governance indicators for planning, coordination, representation and citizen service delivery.
Current local-government footprint.
Planning baseline for public participation.
Indicative population pressure.
How the pilot should operate as a trusted district management system.
The hub does not replace national databases. It synchronises authorised data, highlights exceptions, and turns fragmented reporting into actionable district and constituency intelligence.
Facility coverage and performance-management indicators designed for integration with DHIS2 and the National Health Facility Registry.
Reported district-wide service footprint.
FY 2025/26 workplan targets.
District management watchlist.
Use live DHIS2 feeds to flag facilities outside target ranges, then route exceptions to the DHO and responsible health sub-district teams.
Server-side secure feed. Facilities outside configured thresholds are flagged automatically.

Configure indicator UIDs and target rules in the companion WordPress bridge plugin. The browser never receives DHIS2 credentials; the WordPress server securely proxies approved aggregate results.
Replace or extend the sample rows below with a live Ministry of Health facility-registry feed.

A district education lens covering access, enrolment, school ownership, quality assurance, inspection, transition and skills development.
2025 district education baseline.
Public and privately-run secondary schools.
Post-secondary capacity.
Recommended metrics for automated EMIS/BEC reporting.
Issues the hub should surface automatically.
Oyam is predominantly agricultural. The hub should connect production statistics with value addition, markets, household income, PDM and enterprise development.
Priority livelihood and value-chain categories for district economic planning.
Selected approved workplan signals.
Expandable MP dashboards combine current parliamentary representation with constituency-level UBOS data and a structured casework tracker.
Representation validated against the Parliament of Uganda member register. Constituency metrics synchronise through the hub data bridge.
Petitions and service-delivery requests can be filtered by constituency, category and status. Public mode should display aggregate/non-sensitive case summaries only.

Infrastructure indicators should be mapped by parish and linked to projects, contractors, funding source, completion status and service coverage.
District coverage indicator.
FY 2025/26 approved workplan.
Physical and climate management.
Drill from district to constituency, lower local government, parish and village. The production build should resolve each unit against verified UBOS/EC/MoLG identifiers.
Never join datasets by name alone. Maintain a crosswalk of UBOS, MoLG, Electoral Commission, DHIS2 and district IDs for every administrative unit.
Select a lower local government or parish to drill down.
Version 3.1 introduces a permanent identifier layer. UBOS administrative codes—not names—become the master keys used to connect census, education, health, finance, projects, casework and GIS records.
Current verified district structure.
UBOS code is the canonical geography key. External IDs from DHIS2, BEC, EC, MoLG and district systems are stored as aliases in a crosswalk.
Seeded from the current UBOS Oyam hierarchy.
| UBOS code | Administrative unit | Type | County | Data status | Source |

One geography record can carry multiple national-system identifiers without duplicating the administrative unit.

Mobile-first field verification for schools, health facilities, roads, water points and projects, with geotag-ready evidence handled in the protected back office.
The public portal shows inspection status and aggregate findings. Officer identity, raw photos, personal data and sensitive facility records remain authenticated.
The front end is prepared for verified administrative boundaries and service-point coordinates. No invented geometry is embedded in the pilot.
Load Oyam district, lower local government and parish geometry from an authorised national/district GIS source, then overlay health facilities, schools, roads, water points, projects and casework.
Coordinates and boundaries must be sourced, versioned and auditable. The system should never approximate official boundaries.
Suggested project portfolio view. Connect this section to procurement, budget, engineering, monitoring and citizen-feedback records.

This hub is designed as a presentation layer. Production deployment should pull authoritative records from government systems rather than manually maintaining duplicate datasets.
Every production metric should expose provenance, freshness, validation and publication state.
Live connectors are mediated through a secure WordPress REST bridge.
Public dashboards should expose aggregated service-delivery data only. Personal health, education, beneficiary and case-management records should remain access-controlled and governed under Uganda’s applicable privacy and records requirements.
Recommended authenticated access model for production.
