A new platform for ideas, achievement and collaboration
Welcome to the inaugural edition of OACPS Impact, a publication from the Policies and Programmes Department.
This newsletter marks the beginning of an important new chapter. It is intended not simply as a record of activities, but as a platform for sharing ideas, celebrating achievements, strengthening collaboration and reinforcing our collective commitment to delivering meaningful results for OACPS Member States.
One of our priorities has been to establish a clear strategic architecture for OACPS Policies and Programmes—aligned with the vision of the Secretary-General, the outcomes of the Malabo Summit, implementation of the Samoa Agreement and the wider institutional transformation agenda.
Over the past quarter, the Department developed its strategic architecture, strengthened engagement with strategic partners in Brussels and Geneva, consulted four of the six OACPS regions, and introduced a new induction programme for Ambassadors.
Three priorities shaping delivery
The Department’s work is organised around three mutually reinforcing priorities that connect policy dialogue, programme delivery, partnerships and measurable results.
Economic Transformation and Sustainable Prosperity
Investment promotion, digital and green trade, SME development, value addition, critical raw materials and stronger intra-regional trade.
Climate Resilience and Sustainable Resource Management
Climate services, early-warning systems, oceans, adaptation, resilience and responsible management of natural resources.
Digital Sovereignty, Innovation and Human Capital
Leadership development, digital learning, knowledge exchange, innovation ecosystems and institutional capacity strengthening.
From minerals to markets
Building sustainable prosperity through partnership, national ownership and practical implementation.
For more than a decade, the ACP–EU Development Minerals Programme has demonstrated how responsible mineral development can support sustainable economic transformation, resilient communities and inclusive growth.
Implemented through a partnership involving the European Union, UNDP, the African Union Commission and the OACPS, the programme has strengthened governance of artisanal and small-scale mining, expanded opportunities for women and young people, promoted environmentally responsible practices and generated greater value from mineral resources.
The next phase must move beyond extraction—towards local value addition, regional value chains, skills development, responsible investment and innovation.

Assistant Secretaries-General Susan Branker Greene and Katalaina Sapolu undertook a strategic mission to Geneva to strengthen partnerships and accelerate implementation of the Malabo Declaration and Samoa Agreement.
Across every engagement, one message was clear: stronger partnerships are essential to translating global commitments into tangible results for OACPS Member States. Discussions identified opportunities for an OACPS Leadership Academy, a Digital Learning and Solutions Exchange Platform, strengthened knowledge networks and jointly designed flagship initiatives capable of attracting new partnerships and resources.
